71% of Iraqis say they would like all American troops to be out within a year. How can America "spread democracy" when we don't even pay attention to it?

Activists at Camilo Mejia's speech

Delegates to the conference in Madison set out to shape a political program, re-establish CAN's organizational infrastructure and share experiences among student antiwar leaders from more than two dozen campuses. 24 CAN chapters (listed below) sent at least one delegate (most sent two) to take part in the weekend conference. Guests from an additional 4 schools took part which are now considering affiliation with CAN.

Brooklyn College, City College San Francisco, Columbia University, Cornell University, City College NY, Hunter College, Northeastern Illinois University, Rochester Institute of Technology, Rutgers, San Francisco State University, SUNY Potsdam, Univ. of Iowa, UC-Berkeley, Univ. of Cincinnati, Univ. of Illinois (Urbana Champaign), Univ. of Illinois Chicago, University of Maryland, Univ. of Massachusetts (Amherst), University of Northern Iowa, Univ. of Texas, Univ. of Vermont, Univ. of Iowa, Wartburg College, Univ. of Wisconsin
CAN's new coordinating committee
CAN's new CC was elected at the conference. Five representatives were elected from their respective regions and four additional representatives were elected from the floor as "at-large" representatives. Unless recalled, each member has their seat until the Fall 2008 national conference. The preliminary division of labor among the new CC members is as follows. With regional reps focusing predominantly on networking chapters in their region, each of the four at-large reps have been tasked with leading up an area of work. This is still a rough division of labor and is subject to change.  The website will reflect changes in job descriptions as they evolve or shift.

Katrina Yeaw (San Francisco State University): West Regional Organizer
Colin Pace (Univ. of Texas): South Regional Organizer
David Goodner (University of Iowa): Midwest Regional Organizer & Website Director
Leia Petty (Brooklyn College): Mid-Atlantic Regional Organizer
Dan Keefe (UMASS-Amherst): Northeast Regional Organizer
Tiffany Cheng (Rutgers): Veterans Organizing
Amanda Ginsberg (Hunter College): Press Coordinator
Ken Love (Rochester Institute of Technology): Chapters Organizer
Chris Dols (Univ. of Wisconsin): Iraqi Student Project Liaison

Major initiatives launched at the conference include closer collaboration with antiwar veterans, bringing Iraqi student-refugees to American universities in conjunction with the Iraqi Student Project, and building a stronger network. Anticipate further reports in greater detail as each of these areas move forward. Unfortunately, due to the short duration of the conference and the many proposals considered, several resolutions were tabled and many discussions warranted more time and attention than they received. As part of our assessment of the conference, the CC aspires to organize the Spring regional conferences in such a way that proper time is given to priority resolutions and proposals.

In all, the conference was a big success and CAN is in a stronger position, nationally, regionally and at each of our chapters to cohere a nation-wide movement of students against the war. Please share this report with all active members of you CAN chapter and discuss how these national initiatives can fit into the life of your chapter.

Below is a more detailed list of the resolutions passed with fuller wording of each resolution and--where we have the information--the vote tallies taken.

Unity Statement Resolutions

Out of Iraq Now!
Sponsoring Delegate: Rachel (City College SF)
The Campus Antiwar Network stands for the immediate withdrawal from Iraq of all occupation troops and private contractors. CAN is committed to building a movement based on grassroots, democratic and independent organizing that actively opposes all forms of racism, Islamophobia, sexism and homophobia.
PASSED: 19 in favor, 17 opposed

Opposition to Oppression
Sponsoring Delegate: Natalia (UMASS-Amherst)
In order to build the strongest movement possible, CAN needs to take a hard stance against all forms of oppression. CAN actively supports equality for all!
MERGED as friendly amendment with above "Out of Iraq Now!" proposal

Out of Afghanistan Now & No War/Sanctions on Iran*
Sponsoring Delegate: Graham (Univ. of Illinois Chicago)
The war in Iraq is not an anomaly, but one piece of a long history of imperialism, for economic gain and regional domination. Their interests do not end at the Iraqi border, but to a much larger region that the administration and congress seek to control militarily, if necessary and the "war on terror" hysteria serves to strengthen the hand of the US militarily. CAN should take on these additional points of unity:
1) An immediate end to the war and occupation of Afghanistan
2) A call for the US to refrain from using military force in Iran and an end to any and all economic sanctions against Iran.
TABLED

Break up Afghanistan and Iran Unity Proposal into Resolutions
Sponsoring Delegate: Pete (Univ. of Illinois)
Break the single point of unity proposal regarding Iran and Afghanistan into two separate resolution proposals.
PASSED & TABLED (by the decision to accept the single point "Out of Iraq Now")
The Coordinating Committee has begun a conversation about how to facilitate the discussion of these proposals as they went un-addressed do to time-shortage at the conference.

Organizational/Structural Resolutions

Regional Conferences
Sponsoring Delegate: Dan (Univ. of Massachusetts)
That regional Spring conferences be organized with the intention of projecting CAN onto new campuses and deepening our bases on existing campuses.
PASSED**

For a Nation-wide Veterans Committee
Sponsoring Delegate: Natalia (UMASS-Amherst)
Resolved, that CAN, as a national organization, adopts the following strategy: That CAN nationally and regionally emphasize work with veterans--particularly Iraq Veterans Against the War and student-veterans--as a priority in our organizing work. To ensure and facilitate this process, we propose that we create a veterans national committee (not necessarily composed of a majority of veterans) and promote IVAW through CAN's website to work toward this end/
PASSED**

National Newsletter
Sponsoring Delegate: Natalia (UMASS-Amherst)
CAN should publish a national newsletter or newspaper. This would be a national CAN publication with views and voices from activists in the antiwar movement. This would be a great way for CAN chapters to communicate with one another, and could also help us grow and build credibility as a movement.
TABLED

Leadership Committees
Sponsoring Delegate: Ken (Rochester Institute of Technology)
We propose that chapters where possible, elect leadership committees to focus the agenda each week and have the ability to react to emergencies in between meetings. It's important to have elected accountable leadership because without it, unaccountable, unelected leadership is inevitable.
FAILED**

Caucus Structure*
Sponsoring Delegate: Eddie (City College, San Francisco)
In the interest of facilitating recruitment, broadening the base, fostering inter-campus solidarity, tactical skill-sharing and strategic development, and developing national organizing resources and literature, CAN shall recognize and encourage the formation of self-identified, autonomous caucuses at the local, regional and national level and implement a structure to facilitate and sustain the formation of regional and national caucuses.
FAILED: 2 for, many against, 3 abstentions

Action Proposals

March 15-21, 2008 Week of Action
Sponsoring Delegates: Amanda and Hannah (Hunter College)
March 15-21, 2008 will mark the 5th anniversary of the invasion of Iraq. By making this a CAN week of action, we could both show solidarity with the Iraqi people and use the moment, in which the public eye will be especially focused on Iraq, to put CAN's name out there as an active, grassroots student antiwar network. Where possible, chapters should organize for a larger, regional action on one day of that week.
PASSED**

March 17, 2008 National Day of Action*
Sponsoring Delegate: Felix (Brooklyn College)
That CAN have a national day of action to coincide with the 5th anniversary of the invasion.
WITHDRAWN

Protesting the RNC & DNC
Sponsoring Delegate: Ryan (Univ. of Iowa)
Whereas, there are two mobilizations organized to protest the 2008 Republican National Convention in St. Paul and Democratic National Convention in Denver, CAN shall officially endorse and encourage chapters to organize against the DNC and RNC.
PASSED**

Iran Plan of Action
Sponsoring Delegate: Natalia (UMASS-Amherst)
Resolved that, CAN as a national organization adopts an "Iran Plan of Action" in the event of a US-sponsored attack against Iran. The details of the plan are open to debate; some possible actions include nation-wide student walkouts and/or takeovers where possible. We propose that tactics are coordinated regionally and nationally, and that a plan of action is decided upon by the end of the regional conference in the Spring.
PASSED**

November 29th Student Walkout
Sponsoring Delegate: Jeff (Berkeley)
We propose that Thursday, November 29th be a CAN National Student Walk-out day. Member groups should rally faculty support and organize marches and teach-ins. We welcome amendments to and debate regarding this proposal.
FAILED**

Campaigns and Initiative Resolutions

Iraqi Student Project*
Sponsoring Delegate: David (Univ. of Iowa)
Whereas CAN stands in solidarity with Iraqi students, we will work with the Iraqi Student Project (ISP, www.iraqistudentproject.org) to provide undergraduate and graduate educations to Iraqi students who are unable to pursue their education due to the occupation of Iraq.
One member of the Coordinating Committee (CC) shall be a liaison with Natalie, the ISP's US coordinator, and conduct outreach to local CAN chapters (encouraging participation, generalizing experiences, etc.).
PASSED**

Work with cultural student organizations
Sponsoring Delegate: Natalia (UMASS-Amherst)
Make affiliating and working with cultural student associations a priority for CAN nationally. CAN should make a priority of reaching out to cultural student groups. This includes Black Student Unions, Muslim Student Associations and Arab student groups. We should put a premium on attending these groups events and encouraging them to affiliate with CAN in order to build our integrity as a broad, diverse antiwar network.
PASSED**

Work with Students for a Democratic Society
Sponsoring Delegate: Chris (Univ. of Cincinnati)
The Students for a Democratic Society (SDS) was revived in 2006. They have done intensive networking and currently claim more than 300 chapters nationwide. In support of CAN's mission, the national Conference Committee shall be responsible for reaching out to SDS for the purpose of building a larger student antiwar movement.
PASSED**

Israel Apartheid Week
Sponsoring Delegate: Katrina (San Francisco State Univ.)
CAN chapters, where possible, are encouraged to take part in Israel Apartheid Week to expose the plight and suffering of Palestinians living under Israel's American-backed occupation. http://www.endisraeliapartheid.net/
PASSED**

UFPJ Demo, Chicago 10/27: Withdraw Endorsement*
Sponsoring School: Univ. of Illinois Chicago
Given that CAN was "kept out of the active organizing for the demonstration" and that pro-war politicians (Sen. Durbin, Sen. Obama, and Mayor Daley specifically) were invited, CAN should withdraw its endorsement.
WITHDRAWN

Black Wrist Bands
Sponsoring Delegate: Katrina (San Francisco State University)
During the vietnam war, students wore black wrist bands in opposition to the war. We propose that CAN take up a similar campaign with wristbands and arm-bands.
